The aim of the article is to try to answer the question how the Polish legislator
creates the conditions for ensuring safety and security of mass events in th e face
of challenges related to terrorist threats. The article focuses on the analysis of
selected provisions of the Act on Mass Events Safety and Security and the Police
Act, confronted with the organizers’ needs regarding preparation and response to
terrorist attacks.
