The presented analysis indicate that, despite the formal evidence of democratic
processes in the post-Soviet countries, real democratic exchange of power does not
exist. Processes of power exchange are extremely marginalized or even eliminated
through a variety of mechanisms, i.a. extending president’s office terms, abolition
of constitutional limit on the number of tenure, falsification of elections and
a permanent effort to isolate real opposition. What is interesting, however, is that
the procedure of elections have been never abandoned, keeping up appearances,
but not standards of democracy and political pluralism.
