ABSTRACT
The existing Polish Constitution, enacted in 1997, divides the sources of law into
two types: universally and internal binding. This is the first time such a division
has been made in the history of the current Republic of Poland. The Constitution
formulates the concepts of internal laws, binding only those parties that are intrinsic
to the body that issues such laws. These laws function only within the hierarchical
framework of the intrinsic parties and cannot serve as a basis for decisions taken
in respect to citizens, legal persons and other external parties.
