This (above or title) institution, reconstituted over twenty years ago, has become
a permanent phenomenon within our socio-political life, although its significance
has been observed by just a few. Poles (polish society) accept the changes that have
taken place over the course of those two decades around their neighborhoods and
are able to see (observe) the positive outcome of local management’s activities.
Polish local government is relatively well-assessed despite the fact that those
surveyed are quite skeptical about local elections and relatively want to change
local authorities. The political elite, together with local government activists are
not highly respected in Poland.
