The aim of the article is to analyse the impact of the administrative reform
implemented in Estonia in 2017 on political participation at the local level. The article
verifies the hypothesis assuming that the administrative reform in Estonia has not resulted in significant changes in political participation at the local level, especially in
the implementation of new institutions and solutions. The analysis included the legal
basis and structure of local self-government in Estonia, the main assumptions of the
administrative reform, the institutions of conventional political participation at the local
level, and the impact of the administrative reform applicable to political participation
arrangements at the local level in Estonia. The research was based on a critical analysis
of legislation, documents and literature on the subject. The comparative method has
been applied in comparing the solutions in force before and after the administrative
reform.
