ABSTRACT
The social & economic order which in its original understanding means the natural
order of things, normal order of the whole existence and human life especially is
the signal of social and economic peace. Those hopes accompanied originators of
the changes started in the eighties and brought about historical transformations
which were crowned at the Round – Table. The issues which concern solving
social problems within the framework of capitalist system have aroused many
controversies since the beginning of system transformations in Poland. It was
expected that changes would be implemented in an evolutionary way and become the basis of forming the economic order following the example of developed
countries. After June elections in 1989 decisions made by Tadeusz Mazowiecki
government caused departure from the Round – Table agreement. The plan of
Leszek Balcerowicz was implemented and the goal of this plan was to create the
free market. This plan determined the form of radical market economy in Poland.
Citizens were to take care of their matters on their own. The discussion about
the need and chances of transforming the Polish economy into social economy
market was initiated by the Prime Minister Tadeusz Mazowiecki expose in 1989.
In practice, the implemented changes caused the creation of fragmentary and
incoherent idea of social and economic order.
