The volume of «Studia Politologiczne» presented here is concerned with the police issues from a historical perspective. In recent years there have been some “round” anniversaries of important events in the history of Polish police services. Already during World War I, in 1915, when the tsarist armies withdrew from the area of the former Kingdom of Poland, activist political groups began to create citizens’ institutions, including paramilitary organizations of police character in the form of the citizens’ guard. They met with a positive reaction of the local community. In Warsaw itself the wish to serve in those organizations was expressed by more than 10,000 people (incidentally, that is the number of policemen now in service in the capital city of Warsaw). Thanks to the experience and achievements of those formations the security and public order was successfully and sufficiently achieved in the areas under the occupation of the armies of Central European countries. Many members of the Citizens’ Guard, and later the City Police, played a very important role in creating independent police services. Among them, Marian Borzęcki should be mentioned who was the future chief of the State Police. In the period between the wars, 1915 was considered a significant date in the establishment of protection institutions independent of the invading countries. That was the reason why the celebration of the 10th anniversary of the Polish “security service” was organized in 1925.
