The article deals with the scientific-theoretical and methodological foundations of normmaking
activities in the Republic of Uzbekistan. The condition and problems of scientifictheoretical
and methodological bases of elaboration and adoption of normative-legal acts are
analyzed. The author also puts forward proposals and recommendations on strengthening
the scientific-theoretical and methodological basis of rule-making activities.
