ABSTRACT
This article is devoted to the constitutional and legal analysis of the conditions
of restriction of the right of citizens of the Russian Federation to exercise public
control. The paper investigates the right of citizens to exercise public control,
which is a relative, public-political right to protect the rights of the people to
democracy and participation in public administration. The author analyzes General
and special constitutional and legal conditions of restriction of human and civil
rights and freedoms in the Russian Federation. The article investigates the reasons
for the need to limit the right of Russian citizens to public control. The paper
presents the author’s classification of the conditions of restriction of the right
of citizens of the Russian Federation to public control on a number of grounds:
1) on the level of the normative legal act containing them; 2) on the variety of
subjects whose rights to exercise public control are limited (individuals, non-profit
organizations, political parties, organizations created by the authorities for the
implementation and coordination of public control); 3) by types (forms) of public
control; 4) by the time limit; 5) by the goals and objectives of the application;
6) by the challenge in court.
In the process of research a number of scientific research methods are used, in
particular: evaluation; classification; comparative legal.
