The article is devoted to the complex political science analysis of process in the sphere of party (deputy) groups forming in Ukraine. An individual emphasis has been made on political corruption problems, low level of political responsibility and significant influence of private advantages in the process of party groups forming in conditions of transitional society. There is a process of specification concerning methodological investigation instrument of party groups in conditions of parliamentarianism institution forming and indefinite role of legislative power branch in the processes of political exchange. The given position investigates a new round of political crisis in transformational development of Ukraine, which appears as “institutional crisis”. In the conditions of the given crisis a party group is developing as an instrument and technology of political development without setting any bounds of political responsibility for the taken decisions. There is a proposition of complex approach to the analysis of possible ways out of appearing institutional crisis of party groups in Ukraine.
